什么是自由贸易区模式

自由贸易区指：自贸区、综合保税区、保税区。目前跨境电商为自贸区的重点政策，综合保税区与保税区也是针对目前国内一线城市的特批进口政策（目前仅针对直辖市以及一线城市），最终为实现开放市场、自由贸易而设立的新窗口，为实现与发达国家同等政策的高效跨境贸易、跨境金融，自由贸易区为中国经济走上国际市场迈出了重要的一步。
电商企业，前期在海关进行企业备案，将信息录入海关系统。企业备案通过，各项信息齐全之后。在海外进行备货，经过海外清关完毕后，通过国际运输运至保税区机场，然后申报清关，清关完毕后，货物进入保税区仓库。顾客在网站下单，下单后工作人员根据订单信息向海关系统进行申报，申报成功，接到装载单，进行货物的打包，安排快递将包裹派送至顾客指定地址。全程海关监控。

保税区模式说明

1.身份证

根据海关相关规定，保税区商品以个人自用，合理数量为原则，所以顾客下单时提供的支付人的详细信息，均用以递交海关进行信息审查。并且，在最新出台的56号文件中指出电子商务企业或个人、支付企业、物流企业应在电子商务进出境货物、物品申报前，分别向海关提交订单、支付、物流等信息。本条例明确指出海关申报需要三单信息，并且需要不同来源分别申报。所以顾客提供的支付人身份证号码等个人信息，均将作为海关申报的必须要素。

2.关税

根据海关文件，若关税低于50元人民币的，可予以免税放行，如果税额高于50元人民币，则需要征税放行。国际妈咪已为用户缴纳关税。

注意：自由贸易区模式为个人报关模式，并且为全程海关监管模式，与国际批量直邮的备货模式有所区别，国际妈咪工作人员需商品备案，并且为您制作海关申报单，并且需缴纳关税，国际妈咪将此模式归类于私人直邮模式，多种模式用户可自由选择。

What is the International Private Direct Mail Free Trade Zone Mode (FTZ Mode)

Cross-border E-business stock up goods to free trade zones and execute customs declaration, clearance, packaging, delivery according to consumers’ daily actual orders.

E-business enterprises put their goods on records at the Customs and information is entered into the Customs System. After the file registration is passed and all required information is complete, they prepare for goods overseas. After overseas customs clearance, the goods are transported to the airports in free trade zones (FTZ) via international transport, and entered into the warehouses in free trade zones (FTZ) after customs clearance. After customers place orders at the website, the personnel make customs declaration to the Customs system according to the order information. Once the declaration is made successfully and the loading document is received, the goods are packed and delivered to customers’ appointed address by express. The whole process is under supervision of the Customs.

Note: in accordance with the regulations of General Administration of Customs of the People’s Republic of China, with individual consumers’ goods as the standard of the orders of consumers, in the principle of “self-use and reasonable quantity”, and referring to the requirements of No. 43 Announcement of 2010 on Adjusting the Management Measures of Exit and Entry Postal Articles issued by General Administration of Customs, the amount of individual orders is limited within RMB 1000.

Instruction to the Free Trade Zone Mode (FTZ Mode)

1.ID Card

In accordance with the related customs regulations, the goods in free trade zones (FTZ)takes “self-use and reasonable quantity” as the principle, so the detailed information of the payers provided by customers at the moment of order placing shall be submitted to the Customs for information censorship. Furthermore, the latest No. 56 Document points out that “E-business enterprises or individuals, payment corporates and logistics companies shall submit information of orders, payment, logistics, etc to the Customs before they make declaration for the e-business entry-and-exit cargos and goods”. The article clearly and explicitly points out that customs declaration requires the information mentioned above and different resources for declaration. So, the personal information, like the ID No. of the payers provided by customers, shall be a must for customs declaration.

2.Tariff

According to the customs documents, if the tariff is less than RMB 50, the commodities can be discharged free of duty; while, if it is over RMB 50, the tariff will be taxed before the goods are discharged International Mommy has set the one-time order quantity in free trade zones to avoid the duty.
